is this a good computer for everyday use?
is this better than average or what. it was a in house build by a tech

my unkle says it isnt the best deal for what im getting but in my opinion its just fine
its for 150 dollars

Depends, are you getting this for $125 or less?
That Dual Xeon is SLOWER than any modern dual core processor. The Xeons used in that era board were single core, possibly with hyperthreading. It was awesome for the time, about 8 years ago. Now, a core i3 laptop with integrated graphics will absolutely blow that thing away.
EDIT:
For $150, that's a reasonable web browsing/word processing machine. Do not attempt to game or do HD video editing on it.
